The Office of the Inspector of Custodial Services is a small agency with around 20 employees in operational and non-operational positions.
Current Inspector
Inspector: Eamon Ryan
Eamon Ryan was appointed as Inspector of Custodial Services on 4 May 2019, taking over from Neil Morgan who retired after 10 years in this role.
Before taking up this appointment, Mr Ryan was the Executive Director Integrity and Risk at the Public Sector Commission and prior to that the Executive Director Professional Standards and Conduct at the Department of Education. Mr Ryan has a BA in Legal Studies and brings almost 30 years’ experience in senior roles involving integrity, risk, governance and accountability.
Deputy Inspector: Jane Higgins
Jane Higgins was appointed as Deputy Inspector of Custodial Services in September 2023, taking over from Darian Ferguson.
Before taking up the appointment, Ms Higgins was Director of State Operations Support at Silverchain. Prior to that, she held the position of Superintendent Emergency Management and Specialist Support Division WA Police Force having been a Police Officer for 29 years. Ms Higgins holds a Graduate Certificate in Public Sector Management and brings a wealth of experience across many strategic and operational areas within the WA Police Force and the not for profit industry.
